摘要(Abstract)：

目的探讨国家组织药品集中采购在医院实行的效果。方法在医院药事管理与药物治疗学委员会下成立"集中采购药品专项工作组",制定"我院落实采购和使用国家集中采购药品工作方案",实行学科主任负责制,将任务量分配到科室,并与绩效挂钩。每月对使用比例进行监测分析,结合医院实际情况,按照实际情况进行动态调整,以使购用情况符合规定。对一个在采购周期内的国家组织药品集中采购的药品,根据中选药品采购进度,中选药品与原研药品处方量、用量之比以及中选药品、原研药品、通用名下其他药品以及其同类替代药品本周期药品用量、费用、处方量,与历史同期药品用量和费用对比,分析中选药品采购、使用完成情况。结果医院达到全部有使用的中选药品所需的采购量,中选药品使用量较历史同期有明显上升,药品费用有了较大降低。结论国家组织药品集中采购在医院实施取得了积极的进展与成效,在一定程度上减轻患者药费负担。
OBJECTIVE To explore the effect of the policy of drug centralized procurement organized by the state to hospitals. METHODS Set up the special working group under the hospital pharmacy administration and pharmacology committee on centralized drug procurement to formulate "The Work Plan for the Implementation and Use of National Centralized Drug Purchasing in Hospital", and to implement the disciplined director responsibility system. Assigned the quantified tasks to departments, and associated it with performance.Monitored and analyzed the proportion of use every month, and made dynamic adjustment according to the actual situation of the hospital, so as to make the procurement and use in line with the regulations. During a procurement cycle of drug centralized procurement organized by the state, compared the procurement progress of selected drugs, the ratio of the prescription quantity and dosage of the selected drugs to the original research drugs, as well as the current cycle drug consumption, costs and prescription quantities of the selected drugs, original research drugs, other drugs under the general name and similar alternative drugs, with the drug consumption and expense of the same period in the history of these drugs, and analyzed the purchase and use of selected drugs. RESULTS The hospital completed the procurement of all the used selected drugs. The use of the selected drugs increased significantly comparing with the same period in history and the drug cost decreased greatly. CONCLUSION The centralized procurement of drugs organized by the state in hospitals can effectively reduce the burden of drug expense for patients to a certain extent, and have made positive progress and results.
