药品招标采购面临的问题及对策The problems of medical inviting public bidding and solving method

摘要(Abstract)：
近年来,“药价虚高”、“医务人员收取回扣”已成为全社会普遍关注的问题。生产企业药品的“虚高定价”到销售环节的“层层加价”,患者和政府的沉重负担,药品购销环节中的不正之风,已引起国家有关部门的高度重视。为此,国家体改办、国家药品监督管理局等部门联合下发了《关于城镇医药卫生体制改革的指导意见》,明确提出了“进行药品集中招标采购试点工作”,这是促进我国医药经济和卫生事业步入良性发展的新举措。然而,经过两年的试点工作,药品招标采购取得了一定的成效,但并没有完全达到预想的目标。患者没有因为实行药品招标采购而得到多少实惠,药品购销中的不正之风依然存在。并滋生了一些其他问题。本文通过查找文献和实际考察,详细分析了药品招标采购中所出现的问题及产生问题的原因,并提出了相应的对策,即药品招标采购应该加强规范主体,规范采购品种及采购过程,完善监控体系,采用先进的招标方式,加快改革现行医疗体制。
In recent years, the high price of medicine seems sham. It has become a problem that is noticed generally. Solving the problem of high price, releasing the patient and government's burden, preventing and correcting the abnormal competition of buying and selling has arose high value of the related departments. For this reason,the inviting bids for medicine was put forward by the SDA , the office of state system reform of cities and towns. The inviting bids for medicine is a new method to which enhanced Chinese medical e-conomy and sanitation to develop well. Yet 2 years later, people did not see the ideal target. The retail price of medicine of the medical treatment department did not decrease after the inviting bids for medicine. The arride discussed how to make the control system perfect, and to speed the control system perfect, and to speed the being extend medical treatment system to reform.
